Job Title: Monitoring, Evaluation and Learning (MEL) Specialist


SoCha LLC has recently partnered with Nathan Associates to carry out work on the USAID/Ghana Feed the Future Ghana Trade and Investment (GTI) activity. The primary goal of the activity is to integrate the principles of enterprise-driven development and market systems development in Ghana that spurs enterprise-level productivity and growth by improving the systems in which firms operate.

The GTI activity has 3 key objectives:  

1) Improve the quality of selected high-value agricultural goods and products by strengthening traceability systems, incentivize small and medium enterprise (SME) awareness and use of these systems, and ensure that SPS enforcement aligns at the national and international level.

2) Identify and tackle time-in-trade costs through robust and integrated Risk Management (RM) systems, streamlined clearance procedures, and improved policy formulation through public-private dialogue.

3) Foster SME growth by improving linkages with BDS providers, anchor firms, exporters, and other service providers, improving access to credit, addressing the root causes of under-investment in agriculture, and building the capacity of marginalized populations to participate more fully in agribusiness and trade.

SoCha seeks a full-time, qualified MEL Specialist to support the associated MEL services on the Feed the Future Ghana Trade and Investment (GTI) activity.

Scope of Work: 

The MEL Specialist will work with USAID/Ghana’s program and technical offices to:

  • Plan and coordinate implementation under the oversight of the MEL/CLA Director.
  • Develop data collection tools and integrate reporting system into adaptive program management cycle.
  • Support the day-to-day execution of the Mission’s MEL and analytic work requests.
  • Coordinate discrete work requests under the supervision of MEL/CLA Director.
  • Provide other MEL technical support as needed.

Minimum qualifications and experience

  • Bachelor’s degree, or higher, in a relevant field.
  • Five (5) or more years of M&E experience on donor projects; CLA experience preferred.
  • Prior experience assessing impact in the agriculture and trade industry strongly preferred.
  • Prior experience working with USAID, or similar donors, preferred.
  • Strong proficiency in English.

The MEL Specialist will have experience in one or more of the following areas:

  • Performance Monitoring, including:
    • Developing performance monitoring plans.
    • Designing and optimizing quantitative and qualitative indicators for international development projects.
  • Collaboration, Learning, and Adapting:
    • Coordinating with stakeholders.
    • Building institutional capacity and memory.
    • Incentivizing learning and sharing.
  • Relevant Sector Expertise:
    • Agricultural value-chains.
    • Ghana’s Trade and Investment landscape.
    • Enterprise-led development
    • Market-systems development.
