Background of SCORE ECD III
SCORE ECD (Strengthening Capacity of Women Religious in Early Childhood Development), for the past seven years CRS has partnered with the National Associations and Congregations of Catholic Sisters (NACCS) in Kenya, Malawi, and Zambia to implement SCORE ECD Projects I and II. These programs have increased their technical capacity in iECD through training and mentoring 145 ECD Master Trainers and over 600 Sisters with knowledge and skills in East and Central Africa regions. Their ECD services are inclusive and especially target vulnerable children including children with disabilities, adolescent mothers/youth, and women and male caregivers/parents living in disadvantaged communities.
The new SCORE III project (falling under our Partership and Capacity Strenghtening unit) aims to continue strengthening NACCS in Kenya, Malawi, Zambia, and Ghana to address organizational capacity and sustainability challenges that affect the achievement of their respective ministry goals in nurturing care and maternal mental health. This will be achieved by scaling up the successful SCORE-ECD II model of support so that NACCS lead and sustain effective community-based integrated early childhood development and maternal mental health (iMBC/ECD) interventions.
Job Summary
The Project Manager will manage programming in the Ghana Country Program for SCORE ECD III, designing and implementing projects that advance CRS’ work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.
The Project Manager – Early Childhood Development will work closely with the National Association of Religious Women, Ghana, our Local Implementing Partners to coordinate and oversee the development and implementation of SCORE ECD III with a focus on Sisters working with children 0-5 and with health challenges. All planning and implementation will be done in close coordination with Association Of Sisterhoods of Ghana (AOSG) to increase the organizational sustainability of Sister Congregations.
Specific Responsibilities
- Manage and implement all activities throughout relevant project cycles – project design, start-up, implementation, and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
- Effectively manage talent and supervise team members. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
- Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policies and procedures. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
- Act as a key resource person in project design and proposal development in the respective programming area, gap-filling and taking on growth responsibilities, as needed.
- Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
- Help identify, assess and strengthen partnerships relevant to Early Childhood Development applying the appropriate partnership concepts, tools and approaches.
- Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight, ensure efficient use of project resources.
Required Languages – Fluency and proficiency in English language is preferred
Travel – The successful candidate must be willing and able to travel up to 15 % to project sites.

Preferred Qualifications
- Project management experience in Early Childhood Development, Education, Social Work or related field is highly desirable.
- Experience engaging with partner organizations.
- Experience contributing to the development of technical proposals.
- MEAL skills and experience preferred.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Qualifications
Basic Qualifications
- Master’s Degree in International Development, International Relations or in the field of social sciences required. Additional experience may substitute for some education.
- Minimum of 5 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
