Introduction

The Feed the Future Policy LINK project will strengthen the capacity of local actors and institutions to lead and manage the agricultural transformation process and contribute effectively and collectively to improved, broad-based food security policy outcomes.

Specifically, the program aims to strengthen food security policy systems by investing in and reinforcing productive human and social capital and developing strategic partnerships that help bring these innovations and capacity investments to scale in order to achieve a critical mass of local actors with the ability and opportunity to effect positive policy change through collective action.

Policy LINK’s general approach is grounded in facilitative leadership and collaborative governance, which emphasize engaging stakeholders from civil society and public and private sectors in consensus-oriented decision making, collaborative problem solving, and adaptive learning.

Project Background

USAID/Policy LINK Ghana is a five-year activity with the overall objective of fostering behavior change that strengthens the capacity and ability of Ghanaian stakeholders to participate in a more transparent, inclusive, and evidence-based agriculture and food security policy process that leads to improved food and nutrition outcomes and broad-based economic growth. Specifically, the activity will facilitate the transition towards a policy development paradigm driven by multiple stakeholders.

This approach to policymaking will strengthen the capacities of Ghana’s main agricultural policy system actors and institutions, and support them to engage stakeholders traditionally excluded from decision-making, including academia, financial institutions, the judiciary, Civil Society Organizations (CSOs) non-governmental organizations (NGOs), and private sector representatives from the national, regional, and local levels.

This approach is underpinned by Policy LINK’s overarching theory of change focused on increasing human and social capital, engaging policy system actors in collaborative processes, and developing mechanisms for collaborative governance and dynamic learning systems and platforms to sustain collective action.

Available positions are;

1. Policy LINK/Ghana Programs Lead

  • Position Summary: supports the design, implementation, and monitoring of key technical activities and supervises team of regional program managers and coordinators, within the framework of Policy LINK’s established activity team structures, processes, and systems.
  • Master’s Degree or higher required
  • 7 – 10 years of experience providing technical program management (design and implementation) support to a donor-funded project, with a preference for experience supporting USAID projects focused on agriculture and agricultural policy.

2. Policy LINK/Ghana Agriculture and Food Systems Lead

  • Position Summary: Supports the Ghana Country Buy-in Lead to interface with USAID Mission and implementing partners to advance Activity objectives, especially related to the agriculture and food system policy.
  • Minimum Master’s degree required
  • Fifteen (15) years of progressive/ leadership experience in program management, the agricultural policy process, stakeholder engagement, capacity strengthening of individuals and institutions, and organizational development.

3. Policy LINK/Ghana Climate Change Lead

  • Position Summary: Provides technical leadership for climate policy for the Ghana Policy LINK Activity. Ensures effective program management, high-level representation, and technical excellent in climate change policy.
  • Minimum of a Master’s degree or equivalent experience in development or relevant field, including climate change, environment management, public policy, business management, or similar relevant area.
  • Fifteen (15) years of progressive/ leadership experience in program management, the climate change policy process, stakeholder engagement, capacity strengthening of individuals and institutions, and organizational development.

4. Policy LINK/Ghana Strategic Communications Specialist

  • Position Summary: manage all areas of Policy Activity communications, internally and externally, with support from the Country Lead as well as the global Policy LINK communications team.
  • Minimum 6 years of experience in a high profile, demanding communications role

5. Policy LINK/Ghana Procurement and Grants Manager

  • Position Summary: provide general procurement and subaward management support to the Policy LINK Program’s Ghana team including design, implementation and closeout.
  • At minimum, a degree in Business Administration or the equivalent
  • A minimum of 8 years of work experience in procurement and contracts on donor-funded projects for Manager, and a minimum of 10 years of relevant work experience for Senior Manager

6. Policy LINK/Ghana Procurement and Grants Assistant/Officer/Coordinator

  • Position Summary: provide general procurement and subaward management support to the Policy LINK Program’s Ghana team including design, implementation and closeout.
  • At minimum, Bachelor’s Degree or Diploma in Public Administration & Management, Procurement & Logistics Management, Project Planning & Management, or any relevant qualification
  • 3 years of work experience in procurement, grants, and independent consultant management for an Assistant, 5+ years for an Officer, and 7 years for a Coordinator. Strong preference for financial management and accounting experience. ”

7. Policy LINK/Ghana IT Specialist (part-time)

  • Position Summary: Oversee project IT needs as agreed upon under the contract, to include Ad Hoc system installations, maintenance, support, and technical consultations to the project.
  • Support or basic knowledge of IBM Notes Client Administration, and replication within WAN.
